Rare first edition of this important essay written in response to a question proposed by the Accademia dei Georgofili concerning the introduction of restrictions on the export of raw materials from the main Florentine manufactures (the Silk and Wool Arts) and on the import of corresponding foreign products. Although Biffi Tolomei's paper did not win the competition, it was nevertheless accepted by the academy's commission. The work is divided into two parts: in the first one the author proposes a solution to the problem "if the restrictions to the raw materials can be useful or harmful to the increase of the production and of the population", while in the second one he compares the state of Tuscany before the wheat liberalization and its present state, in relation to the population and the production. Biffi Tolomei then exhorts the Tuscans to increase active trade and to decrease the importation of "foreign manufactures similar to ours" (cf. F.
